There was no immigration of Muslims from Bengal into Assam until the East India Company captured Assam during the Anglo-Burmese War of 1824/26. In 1938 Assam was merged with the Bengal Presidency which opened the gates of immigration. In 1874, Assam was made into a separate province but by then the prospect of immigrating into the Brahmaputra Valley was well known. Soon the province was found to be rather small; hence the Bengal border districts of Goalpara, Cachar and Sylhet were transferred to Assam. Which thus became a bilingual province and therefore cozy and welcoming to the Bengalis (especially Muslims) from say Mymensingh district of Eastern Bengal.  

The population pressure continued to be on the increase in east Bengal. On the other hand, Assam had plenty of land. To accommodate the immigrants ws normally no great problem. When they could not find space to settle, the hardworking Muslims cultivated the char lands on the sides of rivers which were vacated by the water during the non-monsoon months. On these char lands, the immigrants grew wheat.

The immigrants grew into such numbers that the Congress after Independence chased, as a policy, the votes of Ali, Coolie and Bengali. So there was no obstacle for the immigrants; the party in power welcomed as many Alis as were ready to come! There was no earnest effort to stop the illegal immigrants until the current BJP government recently came to power in Dispur, the capital of Assam.
